Romania work visa from Pakistan: where each step happens
Two of the three steps happen outside Pakistan. The employer files the aviz de muncă at IGI in Romania; you file only the D/AM long-stay visa, at the Romanian embassy in Islamabad; the residence permit is issued in Romania after you land.

Documents a Pakistani applicant certifies
Every Pakistani paper in the visa file needs two things: an apostille from the Ministry of Foreign Affairs of Pakistan and a sworn translation into Romanian. Pakistan has applied the Apostille Convention since 9 March 2023 and Romania did not object, so no Romanian consular legalisation is added on top. That covers the police character certificate, degree certificates and, if you marry before moving, the NADRA marriage certificate.
Degrees need HEC (degrees) or IBCC (school certificates) attestation before the MOFA apostille12: MOFA does not apostille a diploma that HEC or IBCC has not attested.

If money goes to an agent before an employer contract exists, the risk is yours, not the agent’s.
The consular fee and the IGI fee are not published in our reference data, so we do not print a number. What we can say: the aviz is applied for and paid by the employer, and no Pakistani agent can issue or speed it up.
